Responsible Fiscal plan still eludes the Governor BY BOB MARTIN Governor Jon. S. Corzine’s fiscal plan, which is built around a toll plan and relatively small budget cuts, will not solve the state’s budget crisis. His plan, which will borrow up to $38 billion and increase tolls by 800 percent by 2022, is all but dead, and his budget for FY 2009, which cuts only $500 million from the current $33.5 billion, does not go far enough to demonstrate real fiscal responsibility.
